What is Bpifrance?

Bpifrance (Banque publique d'investissement) is the French public investment bank. It was created by the French law of 31 December 2012 and became operational in 2013, from the merger of OSEO, the FSI (strategic investment fund), CDC Entreprises and FSI Régions. Its two shareholders are the French State and the Caisse des Dépôts. Its stated mission is to support the growth of the French economy by helping entrepreneurs thrive, with a strongly decentralised model: around 50 regional offices give entrepreneurs a single local point of contact.

The scale matters if you are discovering the French ecosystem from abroad. According to its 2025 activity report, published on 17 February 2026, Bpifrance injected €72 billion into the French economy in 2025, a record, including nearly €21 billion of credit; its export insurance arm guaranteed more than €30 billion, and more than 800 companies joined one of its Accelerator programs during the year.

What Bpifrance offers entrepreneurs

Bpifrance describes its offer as a continuum of financing solutions covering every stage of a company's life, from seed to stock market listing and from credit to equity. For a founder, the toolbox breaks down into five families.

1. Financing. Loans and innovation aid adapted to each stage of a company's life: creation, development, external growth, innovation, international expansion and transmission. The detail is covered (in French) in my guide to Bpifrance aid and financing.

2. Guarantees. Bpifrance guarantees part of the bank loans granted to companies, which makes it easier for a French bank to say yes and generally limits the personal guarantees requested from the founder. Under the "Garantie Création Standard" scheme, Bpifrance guarantees up to 60% of loans granted to SMEs less than three years old; the bank, not the founder, applies for it. Other guarantee products have their own coverage rates.

3. Equity. Bpifrance invests directly in companies and in venture and growth funds: in 2025, its growth-capital activity invested €2.5 billion in 168 companies.

4. Export. Export credit, export insurance and, with Business France, international missions for French companies going abroad.

5. "Coach for entrepreneurs". This is the section of Bpifrance's English site that answers the query most foreign founders type. It groups Accelerator programs, consulting services for executives, training through Bpifrance Université, and networking events and international missions, including Bpifrance Excellence, a community Bpifrance presents as its 5,000 highest-potential client companies. Does Bpifrance give you a coach? The reality behind "coach for entrepreneurs"

Let's be precise, because the wording creates expectations. Based on the publicly available information, Bpifrance does not assign a personal coach to entrepreneurs. "Coach for entrepreneurs" is a heading, not a service. What sits underneath is real, structured and, in several cases, measured.

The Accelerator programs

The Bpifrance Accelerators are the closest thing to coaching in the everyday sense: intensive, non-financial support programs for CEOs of SMEs and mid-caps, lasting 12 to 24 months depending on the edition, in cohorts of around thirty companies, built on three pillars: individual consulting, collective training with partner business schools, and qualified networking. Each participant is followed by a Bpifrance consulting manager who pilots the consulting journey, helps prioritise strategic issues and brings in the relevant consultants.

The national SME Accelerator is the best-documented edition. According to the official call for applications for its 8th cohort (which ran from June 2023 to June 2025), the program runs 24 months and includes 39 consulting days (9 days of follow-up by a Bpifrance consulting manager, a 10-day "360°" mission, 20 additional consulting days) plus 8 collective seminars run with a partner business school (ESCP for that cohort). Eligibility for that cohort: a growing SME with €10M to €50M in revenue, more than 10 employees and at least 3 years of existence. Regional and sector editions apply lower thresholds.

Cost. Bpifrance publishes participation costs per edition, and the grid can change from one cohort to the next. For the 8th cohort of the SME Accelerator (2023-2025), the company's share was €41,000 excl. VAT over 24 months (8 quarterly instalments of €5,125), with Bpifrance funding €24,100 excl. VAT per company, or 37% of the program's total cost. Other editions display different grids (the Accélérateur Francilien listed €15,000 excl. VAT for companies with €2M to €10M in revenue). For any edition not listed publicly, the participation cost is communicated by Bpifrance upon application; always check the current call for applications for the figures in force.

Results. Bpifrance Le Lab commissioned an econometric evaluation from the firm Veltys covering 1,758 companies that joined an Accelerator between 2015 and 2022. Three years after entry, accelerated companies showed on average +5% revenue and +10% headcount (full-time equivalents) compared with similar non-accelerated companies. Consulting missions

Outside the Accelerators, Bpifrance Conseil offers diagnostics and consulting missions carried out by a network of about 2,000 accredited consultants and experts, selected, according to Bpifrance, for having held operational or management positions. Missions run from 10 working days up to 2 to 6 months: bounded interventions with a deliverable, not a continuous relationship with the founder.

Bpifrance Université

Bpifrance Université is the online training platform (bpifrance-universite.fr). According to the official site, it offers more than 400 short, practical online courses (e-learning modules, live and replay webinars, podcasts, digital guides, tutorials) on finance, innovation, management, leadership and marketing, and the entire catalogue is free, on simple registration. One point that matters here: according to the platform's FAQ, the courses are offered in French only.

So what is missing?

Nothing that Bpifrance promises. What is missing is what an institution of that size is not designed to do: sit with you every week in front of your cash-flow, pipeline and hiring plan. Foreign founders: who is eligible for Bpifrance support

Bpifrance presents itself as the bank for French entrepreneurs, and, based on the publicly available information on its English site, its support is described as open to entrepreneurs from France and from abroad, whether to help them conquer international markets or to set up in France. In practice, its financing, guarantee and Accelerator products are aimed at companies established in France, each with its own eligibility criteria (company age, revenue, headcount, sector, innovative nature of the project). The founder's nationality does not appear as a criterion on the public program pages I consulted; the location and status of the company do. Before planning around a specific product, check your situation with Bpifrance or its regional office.

Two practical notes. First, dealings with Bpifrance's regional teams, application files and training content are overwhelmingly in French. Second, for a non-EU founder relocating to France, the French Tech Visa for Founders (a "Talent" residence permit, issued for up to four years and renewable, according to Business France's Welcome to France portal) is a separate government procedure; Bpifrance is not the immigration route.

How private 1:1 coaching complements Bpifrance

The framing I use with the founders I work with: Bpifrance finances and structures collectively; a founder who wants a sparring partner on his or her own numbers needs an individual accompaniment by an entrepreneur who has scaled and exited. Two different layers; the most effective founders stack them.

Layer 1 — the public foundation. Use Bpifrance for what it does at scale and at a cost no private actor can match: a loan guarantee, innovation aid, free training if you read French, an Accelerator if your company meets the thresholds, and a national network.

Layer 2 — the individual follow-up. In parallel, work your own P&L, pipeline and hiring decisions every week with someone who has already made the journey. Bpifrance as a "coach for entrepreneurs": my verdict

Bpifrance is a serious and useful institution. For a founder building a company in France, foreign or not, it is one of the first doors to knock on for financing and guarantees. The only question worth asking is about format: you get financing, structured collective programs, consulting days and free training; you do not get a personal coach.

A complete public toolbox, Accelerators with measured results (+5% revenue, +10% headcount at three years), 2,000 accredited consultants and a free training platform: Bpifrance's entrepreneur support is one of the most solid in the French ecosystem. I withhold one point for what the format does not claim to do: no individual coach, consulting days counted in advance, cohort-based scheduling, and a mostly French-language experience. An excellent foundation, to be complemented by a 1:1 follow-up if your challenge is weekly execution.
